 नपक्षीय राष्ट्रिय पञ्चायतका सदस्य नवलकेमी राईको स्वास्थ्य उपचारका लागि नेकपा एमाले इलामले पार्टीको केन्द्रीय कमिटीलाई उपचारमा सहयोग गर्न आग्रह गरेको छ । बुधबार प्रेस चौतारी झापाले दमकमा आयोजना गरेको पत्रकार भेटघाट कार्यक्रममा इलाम क्षेत्र नम्बर २ का क्षेत्रीय अध्यक्ष हेमन्त राईले २०४३ सालको राष्ट्रिय पञ्चायत सदस्य रहेका राईको उपचारका लागि जिल्ला पार्टीबाट पहल भइरहेको बताए ।
एमाले इलाम जिल्ला कमिटी सदस्य समेत रही सकेका राईले २०५४ सालबाट पोष्टेट ग्रन्थीमा आएको समस्याका कारण आफु राजनीतिबाट विश्राम लिएर घरमै बसेको बताएका छन् । इलामको साकफारा गाविस २ का बासिन्दा राई हिजोको तरिकाले पार्टीको काम अबको दिनमा नचल्ने बताए । सुगर, प्रेसर र युरिक एसिड रोगका बिरामी समेत रहेका राईको उपचारका लागि पार्टी अध्यक्ष केपी ओलीले आश्वसन दिएको जनाइएको छ । पत्रकारहरुको जिज्ञासामा आत्मनिर्णय सहित अधिकार नदिई जातिय राज्य दिदा फरक नपर्ने भए पनि मुलुकले थेग्न नसक्ने राईले बताए ।

In Delhi hot seat, job is perspiring

 - The residence of the Nepali ambassador at Barakhamba Road in New Delhi is an old house within the premises of the Nepali Embassy, devoid of basic facilities. To make the matters worse, the embassy lies just above a noisy underground track of the Delhi Metro.
The plight of the building had failed to catch the attention of the embassy employees until the recent nomination of Nepali Congress leader Deep Kumar Upadhyay as Nepal’s ambassador to India, a post lying vacant since 2011.
“The place is uninhabitable. Water seeps from the ceiling, phone cords have been chewed upon by rats, the AC isn’t working, and furniture is out of shape,” said an employee at the embassy. He added that the place would not be ready to welcome the ambassador for at least two months.
“Preliminary estimates show the renovation and repairs will cost more than IRs 2 million. We are planning to send a report to the Foreign Ministry mentioning the amount of time and money required for maintenance.” Acting Ambassador Krishna Prasad Dhakal said consultations are ongoing with technicians regarding the repair and renovation of the ambassador’s residence. More than a dozen employees live on the embassy premises. Three consuls—economic, security and investigation—and a military attaché live in rented houses outside the embassy. The monthly rental charges exceed IRs 200,000.
A study is under way regarding a plan to build either residential houses or apartment style buildings for the staff on the embassy premises that sprawl over 48 ropanis. The biggest change since Ambassador Rukma Shumsher Rana—who was recalled on August 10, 2011— left is the construction of the metro railway that runs under and within the “annex” of the premises.
In May 2011, Nepal denied the request for permission to drill some parts of the embassy, including the land in front of the ambassador’s residence, for the expansion of the Metro tracks. The then foreign minister, Upendra Yadav, sent a taskforce led by Joint-secretary Dhananjay Jha to study the situation.
“We had made it clear that the embassy’s land could not be provided to build the tracks, but I don’t know about the underground way,” Jha, who is currently Nepal’s ambassador to the UAE, told the Post.
The track that came into operation since January last year lies 15 meters below the surface and 11 meters under the embassy premises. “We had suggested that the rails could be operated by building tracks 11 meters below the surface in a 5-metre wide tunnel,” said Khaga Nath Adhikari, currently the Nepali ambassador to Thailand.
But the rails running above the annex of the embassy are causing all the trouble. The residential staff complain of noise and “vibration that breaks light bulbs and causes cracks on the walls”.
The US Embassy and a dozen other diplomatic agencies, citing the Vienna Convention (1961), were able to prevent railway tracks below or near their premises.
Though the Cabinet has named Upadhyay as the envoy to India, he will be appointed only after a parliamentary hearing in Nepal and approval from the host country.
The last few heads of the Delhi mission—Rana and Durgesh Man Singh—were recalled before their tenures ended. Rana had got into a controversy over his stakes in Dabur Nepal Pvt Ltd, which is Dabur India’s Nepal unit. He was also charged with non-cooperation to then Indian Foreign Minister SM Krishna while he visited Nepal.
Singh retained the job only for 15 months. Former Ambassador to India Lok Raj Baral shares his experience of the “unpredictability” that envoys to India face. Baral headed the mission only for 14 months.
Since 1989, out of the seven ambassadors deputed to New Delhi, only Chakra Prasad Bastola, Bhekh Bahadur Thapa and Karna Dwoj Adhikari completed their four-year terms.

Nembang defers CA meet for Friday

 - Constituent Assembly (CA) Subas Nembang put off the CA meeting for Friday after the opposition leaders continued their protests.
Nearly two hours after the commencement of the CA meeting, Nembang addressed the meeting and lamented the failure to promulgate the new constitution on the slated date.
Talking to reporters after the postponement of the CA meet, UCPN (Maoist) Chairman Pushap Kamal Dahal apologised for the failure to live up to promise to draft the new constitution.  “I regrettably say that we had to obstruct the CA meeting in our attempt to write a progressive constitution,” said leader Oli.
 The CA meet that was put off for 30 minutes earlier in the day resumed only at around 8:30 in the evening.
However, the lawmakers from the opposition parties stood from their chairs and rushed towards the rostrum and began chanting slogans.
The opposition lawmakers continued to the chant the slogans until the CA chairman deferred the meeting.
Meanwhile, the meeting of four major political forces held prior to
the CA meeting ended inconclusively after the parties stuck to their respective guns.

Teenage girl gang-raped in Kavre

A 17-year-old girl was gang-raped in Dolalghat of Kavre on Wednesday. The teenage girl from Hokse, Panchkhal of the district was raped by three youth at a hotel in Dolalghat yesterday.
Police nabbed Aditya Adhikari (22) and Samir Shrestha (19) from Panchkhal-4 on Thursday in connection to the crime.
The victim has claimed that three persons including the detained duo raped her under the influence of alcohol at a birthday celebration function.
The girl was invited as a singer at the function organised to mark Adhikari's birthday on Wednesday afternoon.
"I was called to sing some songs at the event," the girl said, "But, the three youth had sex with me turn by turn." 
The accused had left the victim at her home in Hokse of Panchkhal after the crime at around 8 pm. 
She had, then, told her father about the incident. 
"With her tearful eyes," the father said, "she told me that she was raped." 

After the victim's family filed the complaint with the Panchkhal Police Post, Adhikari and Shrestha were arrested from their houses this morning. 
The victim is studying in Grade 11 at a local school. 
Police said they have launched a manhunt to nab the third suspect.

TU to open admission forms on January 26

Tribhuvan University is all set to open admission forms of master’s level under annual format from January 26, after withdrawing its earlier decision to implement the semester system, following pressure from student unions, in the Valley campuses from this year.

TU said it would issue a public notice in a daily newspapers tomorrow, informing campuses in the Kathmandu Valley to open admission forms under annual format from January 26. 

Earlier TU had said it would open admission forms from tomorrow. 

“We are going to publish a notice in daily newspapers tomorrow, asking colleges in the Valley to open forms from January 26,” said Bhawana Bajracharya, Chief, Information Division, TU. "Students can submit forms till February 9."

Colleges will also be informed individually to open admission forms, she added. “Tomorrow is Friday, so it is difficult to send circulars to all colleges but by Sunday, it will reach all the colleges,” she said.

Earlier, TU had opened forms under the semester system from December 16, but students had halted form distribution in most of the colleges, demanding that TU postpone its decision of implementing the system, saying that Valley campuses lack infrastructure and human resources.

NPC shoot APF out in quarters

SIMARA, JAN 20 - Nepal Police Club (NPC) rallied from a goal down to edge Nepal Armed Police Force (APF) Club 4-1 in tie-breaker and enter the semi-finals of the sixth Simara Gold Cup football tournament here on Tuesday.
Ganesh Lawati gave APF an early eight minute lead, connecting a corner kick off Heman Gurung. Ajit Bhandari brought NPC back in the game with a 63rd minute equaliser that pushing the game into 30 minutes of extra time.
NPC earlier missed on the opportunity to seal the game when Nir Kumar Rai failed to convert the 13th minute penalty. NPC were awarded the spot kick when Ramesh Dangol tripped Bharat Shah inside the area.
As the 30 minutes of extra time too failed to break the deadlock, the penalty shootout determined the winners. Shah, Ajit Bhandari, Suman Subedi and Hari Kathayat scored for NPC. Only Lawati converted the spot kick in tie-breaker for APF. Nabin Lama and Jangbu Sherpa squandered their spot kicks. Lama ‘s shot had hit the cross bar while NPC custodian Ritesh Thapa denied Sherpa.  
Despite the win NPC’s coach Birat Krishna Shrestha was not happy his team’s performance. “The match should not have gone to tie-breaker had we not squandered so many chances,” said Shrestha.  APF coach Krishna Thapa blamed his players wasting the lead.
Hosts Nawa Janajagriti Youth Club will take on Tribhuvan Army Club for a place in the final on Wednesday.

Attacks on media condemned

 The National Human Rights Commission (NHRC), the Federation of Nepali Journalists (FNJ) and civil society organisations have expressed their serious concerns over attacks on the journalists and arson on vehicles of various media houses.
Issuing separate statements on Tuesday, they said the activities carried out by the protesting parties are against the freedom of expression and demanded that the government ensure security. In a statement, NHRC Spokesperson Mohana Ansari said the banda has deprived the general public of their basic rights, including the right to free mobility. “It is a democratic right to opt for protest to express disagreement. However, protesters should ensure that their activities are peaceful and calm,” read the statement.
Similarly, the FNJ has also condemned the attacks on media and drew the attention of the protesting parties to ensure that the activities are not repeated. According to the umbrella body of the journalists, around a dozen incidents of attacks on media were reported during the banda called by the UCPN (Maoist)-led alliance.
According to the FNJ, a vehicle (Ba 3 Cha 5850) carrying newspapers from the Biratnagar region office of the Kantipur Publications was set on fire by banda enforcers at Mirchaiya in Siraha while protesters torched truck (Na 3 Kha 3856) carrying newsprint for the publications at Bharatpur in Chitwan. In another case, cadres of the opposition alliance burned hundreds of copies of Kantipur daily at Babarmahal in the Capital.
The banda organisers also vandalised a van (Ba 9 Cha 2933) belonging to Mountain Television and manhandled journalists Srijana Kuinkel and Sharmila Thapa in Babarmahal. In addition, the television’s news chief Surya Khadka, presenter Rohit Bhandari and driver Rupak Shrestha were attacked in another case. They also manhandled Rastriya Samachar Samiti reporter Bhishma Ojha and seized his voice recorder in Babarmahal. Journalists Upendra Man Singh, Devaki Bista and Chhanya Chandra Bhandari from Associated Press, Himal news magazine and News Abhiyan respectively were also manhandled in Babarmahal.
Meanwhile, Kantipur Publications chapter of the FNJ slammed the act claiming that it’s an attack on the right to information and freedom of press.
Issuing a press statement, the chapter’s President Kamal Dev Bhattarai said no parties should disrupt news collection and hamper newspaper distribution.

Voting last resort: Oli


CPN-UML Chairman KP Sharma Oli said on Monday the voting process would start in the CA to deliver the new constitution with the major parties failing to produce the statute in consensus.
Addressing party cadres in the Capital, the chief of the second largest party accused the opposition UCPN (Maoist) of prolonging the constitution writing process in the name of consensus and finally backtracking on agreements.
Oli blamed Maoist leaders for the failure to resolve the disputes, adding that the ruling parties now had no alternative but to promulgate the constitution with majority votes. He added that the Maoist backtracking on its commitments had caused the talks to fail.
Oli ruled out the possibility of immediate change in government, clarifying that his party’s support would continue to the coalition government led by the Nepali Congress. Oli is widely believed to be waiting for his chance to be the country’s PM after the January 22 constitution promulgation deadline.
“Our support to the government will continue until the task of constitution writing is over,” he added. Prior to the formation of the Sushil Koirala-led government last year, there had been an agreement between the two largest parties to complete constitution writing within a year and change the government leadership.
Referring to the perceived attempts to provoke Janajati lawmakers and detach Hills from the Tarai, Oli said such efforts would fail. Senior UML leader Jhala Nath Khanal said the statute would be promulgated within a couple of months after the voting process begins. Another leader Madhav Kumar Nepal asked the opposition to support the ruling parties in promulgating the constitution on time even by registering their notes of dissent, if any.
